“RCSM SSLG Student Contribution Policy Bill of 2025”
Section 1. Title of the Bill
This shall be known and cited as the “RCSM SSLG Student Contribution Policy Bill of 2025.”
Section 2. Declaration of Policy
It is the policy of the SSLG of RCSM to promote the welfare of the student body by providing access to essential items, improving facilities, and supporting inclusive school programs. Through this policy, every learner contributes a minimal, affordable amount to collectively fund projects that directly benefit all students.
Section 3. Purpose of the Contribution
The Student Contribution Program aims to:
1. Fund the Free Sanitary Pad Program to ensure all students have access to basic hygiene needs.
2. Support the Umbrella Platform Project to protect students from sun and rain during outdoor activities and travel between buildings.
3. Provide essential school materials and resources for students.
4. Assist in covering costs for SSLG-funded events, competitions, and school improvement projects.
5. Maintain an emergency fund for urgent student needs and SSLG commitments.
Section 4. Coverage
The program shall apply to all students from Grades 4 to 12 enrolled in the Royal Colleges of Science and Management.
Section 5. Amount of Contribution
Every student covered by this program shall contribute Two Pesos (₱2.00) per school month. This amount shall be collected in a single payment at the start of each month. The collection process must span only on whole first week of the month.
Section 6. Collection and Management of Funds
1. Contributions shall be collected by the class treasurer or designated school finance officer and turned over to the SSLG Treasurer, with receipts issued.
2. All funds shall be deposited in the SSLG’s official account or recorded in the school’s financial system for transparency.
3. Monthly financial reports shall be posted on the SSLG bulletin board and official social media pages to ensure accountability.
Section 7. Safeguards for Transparency and Accountability
1. A Financial Oversight Committee (Monthly Transparency Board) composed of the SSLG Treasurer, Adviser, and one faculty member, (be it the faculty President or not) shall monitor fund usage.
2. Expenditures must be approved in writing by both the SSLG Adviser, and SSLG President before disbursement.
3. All purchases and expenses must have official receipts and be recorded in a ledger accessible for inspection.
Section 8. Advantages of the Student Contribution Program
Benefits to Students:
• Access to free sanitary pads and other hygiene essentials.
• Availability of umbrellas during rainy and sunny days.
• Better school facilities and event support without large fundraising requirements.
• Affordable and minimal contribution that’s easy for all students to give.
• Direct benefit to the contributors — the money stays within the student body.
Benefits to the School:
• Encourages student cooperation and shared responsibility.
• Reduces the need for frequent fundraising drives.
• Improves the school’s image as caring and student-centered.
Section 9. Potential Concerns and Solutions
Concern: Some parents may question the additional contribution.
Solution: Emphasize that the amount is only ₱2.00 per month, with 100% of funds used for student needs and full transparency in spending.
Concern: Risk of misuse of funds.
Solution: Establish the Financial Oversight Committee and publicize monthly financial reports.
Concern: Some students may be unable to pay.
Solution: The SSLG may create a donor or sponsorship pool from teachers, alumni, or student leaders to cover those who cannot contribute.
Section 10. Effectivity
This Policy shall take effect immediately upon approval by the 100% of the SSLG Board and the RCSM Administration and shall remain in force unless repealed or amended by the RCSM Administration. The official SSLG Board cannot change or amend this Act.
